Where to complain in Delhi
Sending a complaint to the wrong office is the most common reason a real grievance sits for months. Find your problem below. The letter this site writes is already addressed to the right one.
A donation or bribe asked for admission
the Lokayukta for Delhi or the Anti-Corruption Bureau, and the Department of Education, Government of Delhi
Anything involving a school child — RTE, screening, punishment
the Delhi State Commission for Protection of Child Rights, or the National Commission for Protection of Child Rights
Fees outside the list, or certificates held back (school)
the affiliating board (CBSE, ICSE or the Delhi Board of School Education), the fee regulation authority constituted for Delhi, and your District Education Officer
A refund refused, or a course not delivered

Where a body's formal title differs in Delhi, ask for the office by function — every state has one. The national routes (National Consumer Helpline 1915, NCPCR, UGC, AICTE) work from anywhere in India.
Your rights
School
No school can take a donation or capitation fee to give your child a seat. No school can test or interview you or your child to decide admission. A school that takes a donation can be fined up to ten times what it took.
College / University
If you cancel your admission inside the window UGC sets each year, your fee must be refunded. And no college can keep your original certificates or marksheets — not to admit you, not to keep you, and not to let you go.
Coaching Institute
If you paid the full fee and leave the course midway, they must refund the fee for the remaining period within 10 days. That includes hostel and mess fees, if you paid them.
ITI / Polytechnic / Skill Centre
An approved institute must publish its fee list, must not charge more than the state fee committee allows, and must not keep your original certificates. Leave inside the notified window and you get your fee back, minus only what the rules let them keep.
These are the national rules. Delhi has its own fee law on top, and state fee laws differ a great deal — check both before you rely on either.

No regulatory, misleading-ad or success-disclosure deduction is applied from the sources currently on file, keeping Sarrthi IAS in the 80+ band. The published refund page is still serious for students: it says online or digital courses generally carry a strict no-refund policy, except for duplicate payment or where the course is not provided.

No CCPA penalty on record — it received a notice in 2023 and challenged the regulator in the Delhi High Court, but we found no order fining it. The concern here is in its own terms: the refund window closes five days after the batch starts, and the published terms describe advertised faculty as tentative with substitution allowed without notice.

A strong regulatory and disclosure record on file: we found no CCPA penalty and no CCPA notice against ForumIAS, and it publishes a results page naming each successful candidate with their rank, year and the specific course they took. The deductions come from its restrictive refund policy and a documented mid-course Current Affairs faculty disruption.

Penalised ₹7 lakh by CCPA in May 2026 for deliberate concealment of material information. Of 413 successful candidates the institute claimed for UPSC CSE 2023, the regulator found 258 had enrolled only in its free Interview Guidance Programme — offered after candidates clear Prelims and Mains on their own.

Penalised ₹5 lakh over advertisements claiming 216-plus selections in UPSC CSE 2022. The regulator found that 162 of those candidates — three in four — had cleared Prelims and Mains without the institute's paid help and had taken only its free Interview Guidance Programme. An earlier ₹3 lakh penalty was imposed in 2024.

Penalised ₹2 lakh by CCPA in December 2024 over its UPSC CSE 2023 result advertising. The regulator went further than usual: it found the 'Shubhra Ranjan IAS' branding itself to be a misrepresentation and an unfair trade practice. Its published terms give a blanket no-refund rule, reserve the right to swap the advertised faculty without notice, and link to a cancellation page that does not exist.

The only institute on this site with an adverse record on every criterion we could assess. A ₹11 lakh regulatory penalty for misleading advertising — which CCPA's Chief Commissioner described as the first penalty imposed for a second offence — sits alongside a published policy stating fees are simply not refundable, and a Bhopal centre that students and the Free Press Journal reported shut mid-course without notice.

Penalised ₹3 lakh by CCPA in November 2024 for misleading advertising, after an earlier notice in October 2023. Its published policy is among the most restrictive we found: no refund on classroom, hybrid or live-online fees, with a minimum 25% deduction even to change course.
