Penalised ₹2 lakh by CCPA in December 2024 over its UPSC CSE 2023 result advertising. The regulator went further than usual: it found the 'Shubhra Ranjan IAS' branding itself to be a misrepresentation and an unfair trade practice. Its published terms give a blanket no-refund rule, reserve the right to swap the advertised faculty without notice, and link to a cancellation page that does not exist.

The arithmetic

Every criterion starts at 100. Below is each point deducted, the published rule that triggered it, and the document it came from. Nothing here is a judgement call.

Documented conduct when enrolled students raise complaints or ask for refunds.

No public record on file touches this criterion, so we do not score it. This is deliberately not the same as a pass.

Section 02

The public record

Each document below is linked to its source. This is the entire evidentiary basis for the grade above — there is nothing else behind it.

  1. 01Regulatory order22 December 2024

CCPA imposes ₹2 lakh penalty for misleading UPSC CSE 2023 advertising

The Central Consumer Protection Authority penalised the institute ₹2,00,000 over its advertising of UPSC CSE 2023 results. Beyond the advertising itself, the Authority found that the 'Shubhra Ranjan IAS' branding amounted to a misrepresentation and an unfair trade practice.

Published terms: blanket no-refund, faculty substitutable, dead cancellation page

The institute's published Terms & Conditions state that no refund is made where the student cancels, and separately reserve the right to substitute the faculty at any time with no notice to the student — a term that undercuts the advertised faculty a student is choosing between. The cancellation-policy URL cited within those same Terms returns a page that does not exist.

Section 03

Their policy vs the national standard

What Shubhra Ranjan IAS Study publishes

No refund shall be made once the student has been enrolled and the fee has been paid.

The published Terms & Conditions apply a blanket no-refund rule where the student cancels, reserve the right to substitute faculty at any time without notice to the student, and cite a cancellation-policy URL that returns a dead page.

What the national standard says

Where a student has paid the fee in full and leaves the course in the middle of the prescribed period, the fee for the remaining period is to be refunded on a pro-rata basis within 10 days — including hostel and mess fees, where those were paid.

Guidelines for Regulation of Coaching Centres, 2024, Ministry of Education, Government of India, January 2024. Summarised from the guidelines rather than quoted verbatim. Source ↗

These are national guidelines that states are asked to adopt; they are not by themselves a penal statute. The enforceable route for an individual student is the Consumer Protection Act, 2019 — deficiency in service and unfair trade practice — through the National Consumer Helpline and the Consumer Commissions.

Section 04

What students say

Separate from the evidence above, and separate from the grade. This is where students who actually studied at Shubhra Ranjan IAS Study describe what they got for their money.

Reviews are the opinions of individual students, published after a moderator checks them. They are not findings of this site or of any regulator, and they have no effect whatsoever on Shubhra Ranjan IAS Study's grade — that comes only from the documents above.

Reviews are unavailable right now. The grade above is unaffected.
