Most complaints stop at step one. The rest exist so that a place which ignores you still has somewhere to answer.

Send them the letter
Email it, and also send it by registered post. Keep the post receipt. Most places fix it right here, because now there is a dated letter they will have to answer for.

File the complaint
Your second document has the office name printed at the top of it. That may be the Consumer Helpline (1915), your education department, the child rights commission, or UGC. Just send it there. None of them charge anything.

Take it higher
File a case at your District Consumer Commission on e-Jagriti. If cash was demanded, write to the State Lokayukta too. Attach your letter, the post receipt, and the complaint number from step 2.
Which law applies to you
A school answers to the RTE Act and your state fee law. A college answers to UGC and AICTE. A coaching centre answers to the Education Ministry guidelines of 2024. The letter above quotes the right one for you automatically — but it is worth reading what it says before you send it.
Not sure this is worth reporting?
Report it anyway. A count of one is how a pattern starts, and nothing you send is published under an institution's name without a person reading it first.
