Where to complain in Bihar

The right office, by what went wrong

Sending a complaint to the wrong office is the most common reason a real grievance sits for months. Find your problem below. The letter this site writes is already addressed to the right one.

  1. A donation or bribe asked for admission

    the Lokayukta for Bihar or the Anti-Corruption Bureau, and the Department of Education, Government of Bihar

  2. Anything involving a school child — RTE, screening, punishment

    the Bihar State Commission for Protection of Child Rights, or the National Commission for Protection of Child Rights

  3. Fees outside the list, or certificates held back (school)

    the affiliating board (CBSE, ICSE or the Bihar Board of School Education), the fee regulation authority constituted for Bihar, and your District Education Officer

  4. A refund refused, or a course not delivered

    the National Consumer Helpline (1915), and thereafter the District Consumer Disputes Redressal Commission through e-Jagriti

Your rights

What the rule says, by kind of place

School

No donation. No interview. Ever.

No school can take a donation or capitation fee to give your child a seat. No school can test or interview you or your child to decide admission. A school that takes a donation can be fined up to ten times what it took.

College / University

They cannot keep your original certificates.

If you cancel your admission inside the window UGC sets each year, your fee must be refunded. And no college can keep your original certificates or marksheets — not to admit you, not to keep you, and not to let you go.

Coaching Institute

Leave midway, get the rest back in 10 days.

If you paid the full fee and leave the course midway, they must refund the fee for the remaining period within 10 days. That includes hostel and mess fees, if you paid them.

ITI / Polytechnic / Skill Centre

Fees in public. Originals in your hand.

An approved institute must publish its fee list, must not charge more than the state fee committee allows, and must not keep your original certificates. Leave inside the notified window and you get your fee back, minus only what the rules let them keep.

These are the national rules. Bihar has its own fee law on top, and state fee laws differ a great deal — check both before you rely on either.
